Like everywhere else in the world, the COVID-19 situation in Germany and the resulting measures taken by state and local authorities are a dynamic process, which is currently less dramatic in Germany than in other countries.

The restrictions do not apply to third-country nationals who already have a longer-term right of residence in an EU member state or a Schengen country or the United Kingdom (residence permit or long-term visa), which must be proved on request.

If you arrive by car, you must present the certificate of a negative COVID-19 test, which meets the state requirements, at the hotel on request.
The costs of a required COVID-19 test are to be borne by the person entering the country.
